James River Coal Company, a Richmond-based coal producer, sold Bell County Corp. of Middlesboro, Ky., to Weston Holdings Inc., a unit of Saber Mining Company Inc., for $23.4 million in cash. (PRNewswire)

McDonald Bradley Inc., a provider of government IT solutions headquartered in Herndon, acquired the federal business Unit of Software Performance Systems Inc. of Falls Church for $15 million.
