Douglas Development Corp., a Washington, D.C.-based entrepreneurial real estate development company, purchased the 15-story downtown Richmond office building known as the Seventh and Franklin building from Montgomery County, Md.-based Chevy Chase Land Co. for $6.3 million. The Dickenson County Industrial Development Authority was granted a loan of more than $1.7 million from the Virginia Coalfield Economic Development Authority, to purchase the property around the Dickenson County Medical Center in order to restore the medical facility and its jobs. Faison Enterprises, a Charlotte, N.C.-based real estate firm, plans to sell four regional shopping mall properties for $340 million in cash and debt to CBL & Associates Properties Inc., a real estate investment trust headquartered in Chattanooga, Tenn.
