D&R Holland, a manufacturer based in the Netherlands, plans to open an aluminum stamping operation in the Halifax County Industrial Park called D&R USA Inc. It will manufacture tea light holders through a $1.2 million investment initially creating eight jobs. Virginia competed with North Carolina for the project. (08/13/03, Press release)

Celebrity Cruises Inc. became the second cruise line to choose Norfolk as a homeport in 2004. Cruises on its Horizon ship to Bermuda will begin and end at the city's Nauticus pier.
